The Saint Paul Fire Department (SPFD) protects the City of Saint Paul, Minnesota — approximately 310,000 residents across roughly 55 square miles, the capital of Minnesota and (together with neighbouring Minneapolis) the urban core of the Twin Cities metropolitan area. The Mississippi River runs through the city and creates significant marine and swiftwater exposure, including the locks and dams on the navigable upper river. SPFD fields about 440 uniformed members from 14 fire stations and operates a fully integrated fire-EMS model: every operational firefighter is required to hold and maintain National Registry and Minnesota EMT or Paramedic certification, paramedic units provide advanced life support transport, and the same workforce handles fire suppression, ALS emergency medical service, technical rescue, hazardous materials response, marine firefighting on the Mississippi, and aircraft rescue and firefighting at Saint Paul Downtown Airport. Cold-weather operations — sub-zero temperatures, frozen hydrants, ice rescue — are a defining feature of the operational picture. Firefighter recruitment is administered by the City of Saint Paul Human Resources Department. The process includes an online application, written examination, the Candidate Physical Ability Test, oral interview, medical and psychological evaluation, and background investigation.
